I have a one-year-old China Flat White peach (from Daleys) that appears to have a wart virus of some sort - blisters on all the new leaves. Wikipedia mentions a wart virus that is a graft-transmissible pathogen. What can I do - apart from pulling the tree out?

This is a fungus . Can be prevented but v. difficult to treat once established For prevention spray when dormant with full strength Bordeaux mixture ( for recipe see internet) Best time to spray is when flower buds are just starting to open. Alternative is lime sulphur .
