Can anyone help me-these are my young plum tree leaves-they have these horrible brown spots and holes everywhere-and on the underside of some lives there are these little black bugs-sone have wings

It looks fungal . Sorry I cannot be more specific . In general it is best to increase air circulation by judicious pruning and avoiding shading. Spray with lime sulphur or Bordeaux mixture when dormant.
