fairdinkum starts with ...
I have a white Poinciana and the new shoots and flowers have a black scale on them. What is it and how do I treat it?

Urghh! That's a shocker fairdinkum! As an alternative remedy - a blasting from the hose to get rid of the bulk of them and then just some weak (very) soapy water (I have done this in the evening and wash it off in morning - before they can get burnt in the sun)- but pyrethrum a good choice too (we used to use our dirty dishwater on the roses....)
If u want to use white oil - try Eco-oil first (no disrespect to Wayne there..) but the petroleum based white oils are very harsh - and will likely burn that tender new growth.
