brown spots on citrus leaves (forum)

Any help and suggestion greatly appreciated! - recently my sugarbaby mandarin tree (it's only very young and is currently in a pot, with mulch), leaves delevoped these brown spots on the leaves. The leaves are dropping and the tree doesn't look too healthy.
Can you please advice if these are:
1) fungus spots?
2) Canker?
3) Spider mites?
if so what would be the suggested treatment?
thanking oyu in advance.
PS: I did find fine spider webs on branches??
