Yes you can grow cashew nuts in Perth if you situate them in the sunniest, frost free part with minimal wind disturbance in your garden near a brick wall for added warmth.
Cashew nut tree hates low temp below 10C and persistent wind. Your average temp there in Perth is just below 10C in winter but above 5C so you might have a huge chance of success if you are vigilant about the needs of your proposed acquisition. Avoid planting it in heavy clay. Sandy loam is better but you have to keep up with their drinks for good growth and later on for copious fruit production.
As usual with any new endeavor do your due diligence in terms of research before you embark in your cashew nut tree horticultural journey.
