Ruben starts with ...
My citrus are dying back. However a number of them show some small long white things on the trunk and low level branches. These things are 1mm long and about 0.2mm wide. They are more or less uniformly distributed rather than clustered together and there are lots of them. On some trees they are more dense than on others - 20/sq cm. They are not scale or insects as best as I can tell I think its fungal but what is it?

I think you should look up White Wax Scale or even Mealybugs. It could very well be one of these two.
