Citrus tree dying (forum)

Elise starts with ...
For the last 10 months my Lemon tree has been slowly dying.
It started off during the last summer. The leaves on a third of the tree started to turn yellow and curl in. Then over the next months more and more of the leaves did the same thing. The tree stopped all growth. The lemons shrivelled up and over time are dropping. The twigs and smaller branches are drying up and dying.
We dug around the base of the tree and down into the roots to check for root rot. The roots appear to be healthy and untouched. The soil seems to be fine, not wet and not dry, just nice.
We did find a family of cockroaches living in some rocks below the roots. Could they be cause for concern?
Any help would be greatly appreciated! :)
