Espalier restoration (forum)

Hi, I have a couple of espaliered satsuma plum trees, the younger of the two has been struggling for the past 2 years and now want to see if I can resurrect it with some hard pruning.
I have attached some photos that show its current state, the lack of blossom, etc.
there are tiny shoots appearing over the main trunk and on the laterals close to the main trunk.
Could I lop the current laterals off to encourage new branches?
If so, when to do it.
