Depends what kind of mulberry you want. If you want a named variety e.g. a Shatoot or Hick's Fancy then go for a graft/cutting, and if you just want a normal black mulberry then it doesn't really matter. Named or seedling it's up to you. Just remember, seedlings are new genetics and can be similar or unique to the parent. I bought a black seedling mulberry that produces small white fruit! They taste very good, but that kind of stuff happens when you get seedlings.
There is little difference between cutting grown and grafted, btw. Mulberries always grow fast when they are in the ground, but grafted ones can sucker.
