If they are on their own roots, thats about normal for growth.
If grafted they should have been bigger.
I would prune back to 2/3 buds, that will strengthen the lower trunk, otherwise tip groth on old whippy growth gets too floppy.

I'd also prune back to 2-3 buds- you aren't starting over- the root system has been developing and that's what counts.
Don't forget that each year you prune the vines (once they start producing)- you're going to prune more than 95% of the current years growth off (basically take everything back to 2 bud stubs).
