Mango growth slowing (forum)

Hi everyone
Until recently I was getting some very good growth from a potted KP mango tree of mine. Within the last week I have noticed the growth has stopped and the leaves are going quite limp. I have also noticed lots of tiny black spots appearing on the mature leaves.
Im thinking I need to re-pot the whole thing as when I tried leeching the soil on the weekend it did take longer than I would expect to drain. Also lots of white larvae like things came to the surface (similar to these http://forums.gardenweb.com/forums/pests/msg0622394715681.062319339803.jpg).
Should I treat the black spots with anything? Or just hope a soil refresh brings the tree back to good health?
