Citrus trifoliata is the standard rootstock for citrus in Australia, lemons excepted, and has been so for very many years. It gives a hardy tree reduced in size by 30 %, the ones you typically see planted almost everywhere, so it is not very dwarfed. Modern dwarfed citrus are grafted onto 'flying dragon' rootsock so they only grow 2-3 metres.

Depends on growing conditions and fertilizer. On trifoliata only a couple of years, with some ongoing vigorous growth after this. On flying dragon I think you could expect something less than 2 feet a year, though mine are only recently planted so I can't be definite.

trilfoliata is a full size tree it just takes awhile to get there.

DFiggers lie about the dwarfing, get flying dragon for that size fruit.
