Fruit Fly larvae. If you want fruit, its best to bag while they are around half size and green.

And don't leave any fruit on the ground, pick it up as soon as possible. I have a yellow bucket under my trees to throw any fallen fruit into. It stops the ff maggots burrowing into the ground where they are safe to pupate and emerge next year ready to start the whole process over again.
My little secret theory is, with the build up of rotting fruit in the bucket, the strong odor attracts the females instead of to my precious fruit. Between that and the naturelure male trap, I had minimal ff attack on my mandarines this year.
