I have an Orlando tangelo that grows & fruits happily & heavily in the north-eastern suburbs of Melbourne. Toowoomba seems a bit warmer in winter than Melbourne although being inland you might get the odd heavy frost, so a little frost protection wouldn't hurt. My Orlando cops light frosts- no problem. Otherwise I would think you would have no problems. Minneola is a bigger stronger growing tree, but I believe Orlando has a little more cold tolerance
